Papers are what fire safes are built for. A UL Class 350 rating means the inside stayed below 350°F through a standard fire test, which keeps paper from charring. But “document safe” covers everything from a 39-pound file box to a filing cabinet with a 251-pound shipping weight, and how you store your papers matters as much as the rating.
Our best home safes roundup covers the popular one-hour SentrySafe picks. This guide goes narrower and deeper: two-hour safes, legal-size and hanging-file chests, and a real filing cabinet for households with drawers of records.

How we chose
We didn’t test these products ourselves. Every pick comes from published specifications and ratings:
- Fire ratings must name UL. Every pick here carries a UL fire classification on the manufacturer’s page or spec sheet. We say where a water claim is ETL-verified and where the maker doesn’t name a lab.
- Ratings as stated. UL and ETL ratings are reported as each manufacturer states them. We didn’t look them up in UL’s or Intertek’s directories, so ask the seller for the label or listing if a rating decides your purchase.
- Specs come from the manufacturer. Dimensions, weights, locks, and warranties are from each maker’s product page or spec sheet, listed in Sources.
- Recalls checked. We searched CPSC’s recall database for each brand on October 17, 2026, and found no recalls for these brands’ safes or chests.
- No prices. They change too often to stay accurate. Check before you buy.

Best two-hour document safe: Master Lock STW123GTCML
Who it’s for: Rural homes, long fire department response times, or anyone who wants more margin than a one-hour safe.
The document safes in our roundup are rated for one hour. Master Lock’s Premium line doubles that. The company says the STW123GTCML is UL Classified for 2 hours at up to 1,850°F. It’s also UL Classified for impact from up to 15 feet, simulating a fall through a burning floor, and ETL Verified for up to 8 inches of water for 24 hours.
Key specs (per Master Lock):
- Exterior: 17.8 x 16.3 x 19.3 inches (H x W x D); interior 13.8 x 12.6 x 11.9 inches; 1.2 cubic feet, enough for letter-size paper laid flat
- Weight: 128.2 pounds
- Security: four live-locking bolts, a pry-resistant hinge bar, and bolt-down hardware that Master Lock says keeps the fire and water protection intact
- Lock: programmable 5-digit keypad with multiple user codes
- Warranty: limited lifetime; Master Lock says it will repair or replace the safe if it fails due to defects in materials or workmanship
Trade-offs: It has no burglary rating, so treat it as a fire safe that slows a thief, not a theft safe. If you’d rather skip batteries, the STW123DUBML has the same ratings and size with a factory-set three-number dial; Master Lock lists it at 134.65 pounds.

Best large two-hour safe: Master Lock STW205GYCML
Who it’s for: Families with binders, estate papers, and a few backup drives that won’t fit in a 1.2-cubic-foot box.
The STW205GYCML carries the same UL two-hour, UL 15-foot impact, and ETL 8-inch/24-hour ratings in a 2.0-cubic-foot body. Master Lock lists six live-locking bolts instead of four, plus a locking drawer, a key rack, and a deep door pocket.
Key specs (per Master Lock):
- Exterior: 23.8 x 18.6 x 19.3 inches (H x W x D); interior 19.6 x 14.8 x 11.9 inches; 2.0 cubic feet
- Weight: 192.2 pounds
- Lock: programmable keypad (requires a AAA battery)
- Warranty: limited lifetime
Trade-offs: Like the smaller model, it has no burglary rating. At nearly 200 pounds it needs two strong people or a dolly, and a floor spot you won’t want to change. The keypad also depends on a battery, so keep spares. Plan the route first with our safe-moving guide.

Best for legal papers laid flat: SureSeal by FireKing SS104
Who it’s for: Anyone with legal-size deeds, wills, or certificates that shouldn’t be folded, plus a passport or two.
Most chests rated for one hour are boxy. The SS104 is a low, wide chest: FireKing’s spec sheet lists a UL Class 350 one-hour fire rating and an interior of 3.8 x 14.8 x 12.0 inches, wide enough for letter- and legal-size documents laid flat. FireKing’s product page says the SS102, SS103, and SS104 are waterproof for up to 100 hours at a submerged depth of 1 meter, but it doesn’t name a testing lab, so treat that as the maker’s claim.
Key specs (per FireKing):
- Exterior: 7.3 x 19.9 x 17.0 inches (H x W x D); 0.38 cubic feet
- Weight: 56 pounds
- Lock: key (two included), dual compression latches, safety hinges, handle
- Warranty: 7 years, plus a lifetime after-fire replacement guarantee
Trade-offs: Under 4 inches of interior height means flat papers, not bulky files. The key lock is for privacy, not theft protection.

Best for hanging files: Honeywell 1108
Who it’s for: People who keep records in hanging folders and want to lift the whole file into a chest.
Honeywell’s owner’s manual says Underwriters Laboratories testing verifies the 1108’s interior stays below 350°F for at least 60 minutes with outside temperatures up to 1,700°F. Its 1.06-cubic-foot interior takes letter, A4, and legal-size hanging folders.
Key specs (per Honeywell):
- Exterior: 13.58 x 19.96 x 17.17 inches (H x W x D); interior 10.16 x 15.00 x 12.01 inches
- Weight: 80.5 pounds
- Build: double-wall insulated body, reinforced corners, hinges that hold the lid open, and compression latches
- Lock: privacy key lock, two keys
- Warranty: the product page lists a 5-year limited warranty and a lifetime after-fire replacement guarantee (the owner’s manual says seven years, so confirm with Honeywell)
Trade-offs: Honeywell’s water claims don’t match. The product page says up to 100 hours fully submerged at up to 1 meter. The owner’s manual says independent testing verified 24 hours submerged. Neither names the lab, so we treat both as the maker’s claims and plan around the shorter 24 hours. The manual also says to store the chest flat, lid up, and to air it out occasionally to prevent moisture buildup.

Best budget file box: SentrySafe HD4100
Who it’s for: Renters and first-time buyers who need basic, rated protection for a drawer’s worth of files.
SentrySafe says the HD4100 holds up to 40 standard hanging folders and is UL Classified for 30 minutes at up to 1,550°F and ETL Verified against flood damage for up to 72 hours. An in-lid organizer keeps passports and a USB drive within reach.
Key specs (per SentrySafe):
- Exterior: 14.3 x 15.5 x 13.5 inches (H x W x D); interior 11.5 x 12 x 8.1 inches; 0.65 cubic feet
- Weight: 38.85 pounds
- Lock: privacy key lock
Trade-offs: Thirty minutes is the shortest UL rating in this guide. SentrySafe itself says these safes provide basic protection and “are not intended for tool attacks.” Keep the box out of sight, and keep copies elsewhere.

Best fire-rated filing cabinet: FireKing Turtle 2R1822
Who it’s for: Home offices, small businesses, and families whose records fill drawers, not boxes.
This is the heavyweight of the group. FireKing sells the two-drawer Turtle as 2R1822-C plus a finish code (for example, 2R1822-CPA). Its spec sheet lists a UL 72 Class 350 one-hour rating at 1,700°F, an explosion-hazard test in a preheated 2,000°F furnace, and a fire-plus-impact test: the cabinet is heated, dropped 30 feet, then put through another 30 minutes of fire. Each drawer is separately insulated, and FireKing lists ETL verification for 30 minutes of digital media protection.
Key specs (per FireKing):
- Exterior: 27¾ x 17¾ x 22⅛ inches (H x W x D); 41⅛ inches deep with a drawer open
- Drawer interior: 10⅜ x 12 3⁄16 x 15⅛ inches (H x W x D), letter or legal hanging files
- Weight: 251 pounds average shipping weight
- Lock: 4-pin key lock with a 2-position drawer catch
- Warranty: limited lifetime on mechanical parts, 2 years of labor, and free after-fire replacement; made in the USA
Trade-offs: FireKing calls it water-resistant against sprinklers and hoses but lists no water rating. It’s also too heavy for most upper floors without checking the structure first.

What to look for
We cover each of these in depth elsewhere, so here’s the short version with links:
- A named lab. Look for UL on the fire rating and UL or ETL on any water claim. Master Lock’s own guidance says in-house ratings without outside oversight “should generally be avoided.” Our fire safe vs. burglary safe guide explains the labels.
- The right duration. Thirty minutes is a floor. One hour suits most homes; two hours buys margin where help is far away. See how to protect documents from fire and water.
- Interior shape, not just cubic feet. Measure your largest document and folders. Our safe size guide walks through it.
- Media needs. Paper ratings don’t automatically cover drives. Check for a stated media rating, and keep an off-site copy using our digital backups guide.
- Bags and chests aren’t the same. If you’re comparing a fire bag, read fireproof document bags vs. fire safes first.
- Bolting down. Use only the maker’s hardware and holes. Our anchoring guide explains why.
FAQ
Is a two-hour safe worth it over a one-hour safe?
It depends on how long a fire could burn before it’s put out. Two hours mainly helps homes far from a fire station or in wildfire country. If your papers mostly face theft, not fire, a burglary-rated safe from our best home safes guide may matter more.
Can I store a passport and a USB drive in the same chest?
Yes, but read the fine print. The FireKing Turtle lists an ETL media rating, and SentrySafe lists digital media protection for the HD4100 without naming a separate media rating. A paper-only rating doesn’t promise your drive will work afterward.
Why does my fire chest feel damp inside?
Sealed chests trap moisture. Honeywell’s manual recommends airing its chests out for at least 30 minutes occasionally. Our humidity guide covers desiccants and hygrometers.
Should documents go in a fire chest or a safe deposit box?
Originals you rarely need can go in a bank box, but papers you might need fast, such as powers of attorney, belong at home. Our home safe vs. safe deposit box guide compares the two.
Will a fire chest stop a burglar?
No. Every chest here uses a privacy key lock, and the smaller ones have carry handles. If theft is the bigger risk, put a small chest inside a burglary-rated safe or bolt down a heavier safe.
Bottom line
For most homes, the Master Lock STW123GTCML is the strongest pick on paper: a UL two-hour rating, UL impact testing, and ETL water verification in a closet-sized box. Step up to the STW205GYCML for space, or choose a chest that matches how you file: the SureSeal SS104 for flat legal papers and the Honeywell 1108 for hanging folders. The SentrySafe HD4100 is the budget floor, and the FireKing Turtle is the answer when your records fill drawers.
